Robert (Bob) Jones Has called Arizona home for over 60 years, and has been a proud El Mirage resident since 2002. Robert Jones has a diverse business background which includes years of experience in retail management, sales and distribution, and customer service in both large corporate environments, and a small business entrepreneur.
Later in his career he followed his heart and entered the world of education, spending years as a elementary school teacher till he retired in 2005. Since that time, Jones has focused his time and energy in the El Mirage community.
Councilmember Jones acted as an advocate for children in El Mirage, working on the task force to add Riverview Elementary School as an El Mirage addition to the Dysart Unified School District.
Mr. Jones acquired a charter and introduced the first coed Cub Scout pack in Arizona, while serving as Cub Master. He has also served as a member of the Dysart Community Center’s board of directors.
Jones also serves his community by being on the Cactus Park Homeowners Association and has also served as President since 2010. As President, he collaborated with other HOA’s and El Mirage City leaders on community affairs.
Jones was appointed to the El Mirage Planning and Zoning Committee in 2007 and again in 2012 and has served as the committee chair. He left the Planning and Zoning Committee to complete a successful run for City Council in 2014.
Jones went on to complete four years on the City Council before retiring as Vice Mayor. The past six years Jones served as a representative of our country while hosting foreign exchange students from all over the world. Mr. and Mrs. Jones have hosted nine (9) exchange students while educating them in community affairs, American government and life in our country.
Bob has six children and nine grandchildren, he has been married to his wife, Cathy, for over 23 years.

David Shapera is an honorably retired police officer from Connecticut who moved to Mesquite, Nevada in 1994. I was appointed to the Mesquite Police Department for a short time. He was hired as a security-safety director for a major casino and was also hired as a Clark County Coroner Investigator for Medical Examiner's Office. In 2000 he decided on a new career of teaching high school and middle school for the Clark County School District in Nevada.
In 2002, his family moved to El Mirage, Arizona, and purchased a new home in the Cactus Park subdivision. In the communities where they lived, he was involved with coaching baseball, soccer, and softball. He was involved with each community holding elected and appointed positions. In El Mirage he was hired by the Dysart Unified School District to teach sixth grade as well as Middle School positions. David retired from the District in 2018. He was a member of the school's PTA/PTSA for most of his career and still belong to the PTA of the Dysart Middle School. He is a member of the BPOE Lodge in Sun City, and has been an Elk member for 46 years. His three adult children live in Arizona and adult daughter lives in Oregon. He has nine grandchildren. David's wife is a retired teacher from Dysart and returned to teach Special Education at Dysart Middle School.
David was asked to run for the El Mirage City Council and in 2008 and was elected. He has been re-elected numerous times and still holds this position. He has introduced many items on the Agenda over the years that were passed and implemented. As a council member, the property taxes have been reasonable and many projects have been completed that have benefited the city. Improvements to the police, fire, and public works departments during his time on the Council are self-evident as are recreation.
Council has been asked for more commercial and manufacturing for give our residents good paying jobs. That has happened. and will continue. Council has been asked for road improvements and has a Road Maintainability Plan which our public works implemented and has kept our roadways in good condition. The use of Federal and state grants has helped our city with major and minor projects.

Roy Delgado was raised in New Mexico by a single Mom who taught him the importance of hard work and helping others. He is the oldest of six children. Roy joined the military (U.S. Army) and served his country for 21 years. He is the proud father of two sons, four grandchildren and four great-grandchildren.
As a young man with a family, he moved to Northern California where he worked in the oil industry for Union Oil. That job brought him to Arizona where he eventually met and married his wife, Suzie.
Roy's first experience with politics was in the late 1970s when he became involved with Labor Leader and Farm Worker Advocate Cesar Chavez's fight to improve the treatment of farm workers.
The Delgado's moved to El Mirage in 1997. They were looking for property with acreage in order to have their horse on site. Shortly after settling in, Roy was approached about serving his community by running for El Mirage City Council.
Roy was also selected to serve as El Mirage's Mayor for a short time. He has had the pleasure to sit on the El Mirage City Council for 22 years. Roy currently serves as the City's representative for the Community Development Advisory Committee (CDAC) of Maricopa County Human Services Division. The Community Development Advisory Committee has brought in millions of federal dollars for City improvements.
Roy has been blessed to serve his community as a Council Member for 19 years. He has worked today for tomorrows future. His goal has always been to improve the quality of life for the residents and business owners of El Mirage. With your help we can keep the progress moving forward.

I am writing this letter, as President of the Northwest Valley Firefighters Association Local 4361, in support of the current incumbents running for reelection as council members in the City of El Mirage. David Shapera, Roy Delgado, and Bob Jones have played an instrumental part of the growth and successful current path of the city.
The three incumbents have proven track records in financial responsibility with a consistent annual increase in general funds available while providing the wants and needs of the community. They have also been vocal advocates for public safety entities and show their constant support with increases in staffing and equipment enhancing the protection of the city and its citizens.
